No problems with mine...
Could be a base pin issue... did he install an oversize one and has the lock screw too tight? Or, if it is the original, is the one that is in there fully seated and not turned so that the collar is acting as a lever on the bottom of the barrel?
If not a base pin issue, the only other obvious thing I would check is the pawl...perhaps it is too high and needs to be fitted...something Ruger would need to do (or a competent local gunsmith).
I have have absolutely zero issues with my Super Blackhawk Bisley Hunter 45 Colt, it functions like a champ.
