Neat old guy to speak with...Said ATF came into his shop and demanded 8,000 in Federal excise taxes...seems a judge decided that switching revolver barrels constituted "manufacturing" a firearm... He told them to shove it and they left with his FFL ...
He laughed when I mentioned I had one of his Cougars He said he has never settled on that or Ruthon... I don't care it shoots and I had a pleasant conversation with an interesting man.

I had an interesting talk with Bill Davis today...
Don't have one, but if a fellow had one of the old Dan Wesson pistol pacs, I suppose he would be "manufacturing" a firearm every time he put a different barrel on the frame. Or switched cylinders in a Ruger convertible SA.
I'll bet that "interpretation" could be overturned if a fellow had the money and determination to fight it. BATFE's own rules say that the frame is the firearm.
