as i read that, i understand that he is the outgoing chair of a retirees group, he has probably forgotten that many people never paid any attention at all to that rule! locally, the National Parl Service is being sued for failing to protect unarmed hikers, one of whom was gored to death by a mountain goat, mountain goats by the way are not native to this area. the catch here is you can carry in a park, but you cannot fire a gun in a park! so defending yourself could mean Federal time!
also fwiw, the Seattle City law banning the carrying of firearms in city parks has been ruled illegal by the courts, as if any of Seattles plethora of gangbangers paid attention to it.
and i have to agree with Miles, having worked for Presidential appointees, MOST are simple strap hangers, echoing the party lines of their controllers.
