And this actually helps the cause. There was a recent court decison that held that since unloaded open carry was legal,(at the time of the decison), there was an option besides concealed carry.With the UOC "option" gone, the lawyers are saying the decision will be reversed.
The biggest impediment is the discretion allowed county sheriffs. LTC's are the perks to the sheriff's supporters, especially in the northern counties. When "shall issue" was in the legislature 20 years ago, the biggest opposition came from those same northern county sheriffs who didn't want to lose their gift to supporters.
