Yep. I think that was always the case, and I think Issa knows it, and I think that, and the certainty that the current occupant was OK with it, is what the big secret is. The purpose was to demonstrate US guns at "crime" scenes (read "MURDER" scenes), and use the uptick in US guns as a springboard to "reasonable" gun control. Mark my words, this will trail back to the White House, and it will be obvious what the true intent was. Sooner or later. Evil amateurs.
